Sec. 6.1-71.  Use of animals as prizes or inducements.

No person shall give away any live vertebrate animals as a prize for or as an inducement to enter any contest, a game or other competition or as an inducement to enter a place of amusement or offer such vertebrate as an incentive to enter into any business agreement, whereby the offer was for the purpose of attracting trade.                                                               (Ord. Virginia Beach

Sec. 5-13.  Using animals as prize or inducement.

No person shall give away any live vertebrate animal as a prize for or as an inducement to enter any contest, a game or other competition or as an inducement to enter a place of amusement or offer such vertebrate as an incentive to enter into any business agreement, whereby the offer was for the purpose of attracting trade.                                                                     (Code 1965, 5-39)            

Chesapeake

Sec. 10-14.  Giving away as prize or inducement.

     (a)     No person shall give away any live animal, fish, reptile or bird
           (1)  As a prize for or as an inducement to enter any contest, game or other competition; or
           (2)  As an inducement to enter a place of amusement.
     (b)    No person shall offer such vertebrate as an incentive to enter into any business agreement             whereby the offer was for the purpose of attracting trade.

                    Sec. 14-156.    Use of animals as prizes or inducements.

No person shall give away any live vertebrate animals as a prize for or as an inducement to enter any contest, a game or other competition or as an inducement to enter a place of amusement or offer such vertebrate as an incentive to enter into any business agreement, whereby the offer is for the purpose of attracting trade.

ARTICLE IV. SALE AND DISTRIBUTION OF LIVE TURTLES

2-16. Sale and distribution of live turtles.
It shall be unlawful to sell or offer for sale to the public a live turtle or turtles.

Bedford

Sec. 4-10. Cruelty to animals.  

It shall be unlawful for any person to:

f) Give away any domestic animal as a prize for or as an inducement to enter any contests, game or other competition; or as an inducement to enter a place of amusement; or offer such vertebrate as an incentive to enter into any business agreement when the offer was for the purpose of attracting trade.

Domestic animal includes dogs, cats, domesticated sheep, horses, cattle, goats, swine, fowl, ducks, geese, turkeys, confined domestic hares and rabbits, pheasants and other birds and animals raised and/or maintained in confinement.

Sec. 10-230. Sale, adoption and other transfers.

(c)     No person shall give away any dog or cat as a prize or as an inducement to enter into any contest, lottery, drawing, game, or competition.

d)     No person shall give away any dog or cat as an inducement to enter a place of business or to enter into a business arrangement.

(e)     No person shall sell, barter, exchange or offer for adoption, whether for compensation or otherwise, any dog or cat to any minor under the age of 18 years, without the written permission of one of the minor's parents or legal guardians.

NOTE:  The use of turtles under 4 inches as prizes violates Federal law.  Call U.S. Fish and Wildlife Department.
